German Set up question for J121 out of Journal 8

SSR 3 states: All Fortifications that set up in Concealment Terrain are treated as if set up at Night (E1.16)

The fortifications for the german OB are: Pill boxes, trenches, wire and foxholes. I understand the fortifications are only revealed when protective TEM is used.

This question is: Are the units set up HIP under the fortification or are ther placed on board under concealment markers? The Americans enter from off board.

If inside a pillbox, can be HIP. The rest just concealed (but the fortifications are HIP).
