A unit is fired upon while moving through (i.e. inside the building) a building location and residual is placed.
A unit moves through the hex in bypass (open ground).

September 10, 2009 at 3:35 am #5815King ScottMemberIf the building is multi-level, then the resid would only affect units in the Location fired upon, but otherwise, I'd say that the moving unit would take FFMO/FFNAM penalties.
8.2 says, “Thereafter, any unit entering (or expending MF/MP in) that same Location in the same MPh is attacked on the IFT with the FP represented by that Residual FP counter, a new IFT DR, and any applicable FFMO/FFNAM DRM.”
Could be wrong, though. Who has the answer? I MUST KNOW!
September 10, 2009 at 5:41 pm #5816testuserMemberThey always get building TEM. I forget where exactly I read it, but I am completely sure that resid vs units in bypass get the bypassed obstacle's TEM.

12. 8.21 RESIDUAL FP: Residual FP is far less effective than normal FP because
it is incidental; i.e., not aimed. It may hit and affect other units moving
up into that position, but it does so purely by chance. Nevertheless, even
when obstacles block LOS between the source of Residual FP and later entrants
of a target hex (such as often happens when ftring at a Bypass unit), the
discomfiting effects of nearby ftre -even the very sounds of battle -can be
enough to cause units to falter and refuse the ATTACKER's command for further
movement. This is reflected by allowing all Residual FP attacks to occur
vs the moving occupants of a hex regardless of LOS to the original ftrer who
left that Residual FP while also affording the obstacle TEM to Bypassing

All non-hexside TEM and SMOKE/FFE-Hindrance DRM of the target Location apply to a Residual FP attack (even vs Bypassing units). Remove all Residual FP counters at the end of the MPh.
